Budget 2011 alternativet från S, V och Mp


Vi anser att Härnösands kommun i budget 2011 har möjlighet att satsa

60 miljoner på angelägna områden. Satsningar som ska innehålla aktiviteter för unga och bättre måluppfyllelse i skolan.


Inom socialnämndens område behövs ökade insatser för daglig verksamhet, kontaktpersoner inom omsorgen och psykiatrin, oförändrade eller ökade organisationsbidrag och att fullfölja heltidsprojektet.


Inom skolnämnden måste arbetet med förebyggande insatser för barn och ungdomar med neuropsykiatriska funktionshinder komma igång och måluppfyllelsen i skolan måste bli mycket bättre.


Arbetslivsnämndens ungdomssatsning, som också omfattar övriga nämnder, måste fortsätta.


Samhällsnämnden ska inte skära ner föreningsbidragen och inte försämra för spontanidrotten.


Vårt alternativ finansieras genom minskade konsultkostnader, indraget vårdnadsbidrag, samordningsvinster mellan kommunen och dess helägda bolag och mellan förvaltningarna inom kommunen och genom att mer restriktivt pröva återbesättning av vakanta tjänster.


Föreslagen skattesänkning med 10 öre säger vi nej till. En person med 25 000 kronor i månadslön får behålla 25 kronor mer i månaden. För kommunen innebär det ett bortfall med 4,2 miljoner kronor eller ungefär 10-20 arbetstillfällen. När kommunen visar ett reellt överskott är vi beredda att diskutera en skattesänkning.


Årets resultat 2011 kommer med vårt förslag att bli +10 miljoner kronor.


Härnösands kommun har drygt 1 400 miljoner kronor att hushålla med för kommunal service. Det är viktigt att prioritera dessa medel för bästa möjliga verksamhet.


Det förslag som kommunens politiska majoritet lägger fram under rubriken
”Med fokus på välfärdens kärna” är ett förslag, som kallas satsning, men som inte ens behåller dagens verksamhet. Budgeten innehåller vissa positiva saker såsom medel till kompetensutveckling i skolan och fortsatt tilldelning till arbetsmarknadsåtgärder.

Global Greens Condemn Israeli Attack
Call for Blockade on Gaza to be Lifted Immediately


The Global Greens condemn in the strongest terms the Israeli government’s deadly attack on the flotilla of six ships carrying aid supplies to the Palestinians trapped in Gaza.

We send our deep sympathy to the families and friends of those killed and injured while taking part in an international mission whose purpose was peaceful and humanitarian.

The responsibility lies with Israel to explain its actions including the use of armed forces to intercept the flotilla.

The Global Greens demand an urgent, independent international investigation into the flotilla tragedy. The armed interception of the humanitarian convoy took place in international waters and used lethal force resulting in nine deaths and dozens of injuries. The investigation must determine whether it was unlawful and the force used disproportionate.

We must not forget the fact that the underlying cause of this tragedy is the blockade on Gaza. The convoy with over 600 activists on board was taking aid to the 1.4 million men, women and children trapped in an area just 40 km long and 9.5 km wide.

We call on the international community to apply pressure for the Israeli authorities to lift the Gaza siege immediately and allow in fuel, food and other necessities without restriction. The civilian population are struggling with desperate poverty in a situation which amounts to collective punishment.

Future humanitarian convoys should be given access to Gaza. There must be no repeat of shocking incidents like this.

Rödgröna fördömer Israels aktion. Mona Sahlin, Peter Eriksson, Maria Wetterstrand och Lars Ohly i ett gemensamt uttalande:

-Vi fördömer den israeliska militärens dödsskjutningar och övervåld mot de humanitära aktivister som försökt forsla förnödenheter till Gaza med båt. Aktionen är ytterst allvarlig och har den inträffat på internationellt vatten står detta helt i strid mot folkrätten.

- Israels blockad av Gaza gör hela området till ett gigantiskt utomhusfängelse där Israel kontrollerar allt som tillåts komma in eller ut. Detta har lett till ekonomisk katastrof, massarbetslöshet och lidande för Gazas beflolkning. För detta bär Israel ansvaret. Israels allt hårdare attacker mot fredligt motstånd liksom blockaden och ockupationen i hela Palestina måste få ett slut.

-Gazas befolkning måste få leva i frihet, demokrati och med mänskliga rättigheter.

ISRAELI ATTACK ON GAZA HUMANITARIAN AID FLOTILLA IS COMPLETELY UNACCEPTABLE





The Spokespersons of the European Green Party condemn in the strongest
possible terms the attack by Israeli forces on ships transporting
humanitarian aid to Gaza which has resulted in the deaths of at least 10
people and many more serious injuries.



EGP Co-Spokespersons, Monica Frassoni and Philippe Lamberts, say:



“There can be no justification for this illegal use of excessive force
in international waters. We share the outrage felt by people throughout
the world at this attack which has killed at least 10 activists and left
dozens more seriously wounded. We send our condolences to the families of
the victims.



While the Israeli authorities like to label the activists as
“pro-Palestinian”, they are in fact “humanitarians” trying to
deliver essential aid to the people of Gaza, aid which cannot otherwise be
transported because of the blockade imposed by Israel. The EU and the
international community in general must put pressure on Israel to lift
this blockade so that humanitarian aid convoys like the one which has been
attacked will no longer be necessary. We must also point out that one of
the reasons that Israel felt it could act in the way it has because the EU
and wider international community had not given their support to the aid
convoy. The EU and the UN must act with the greatest urgency to get aid to
the people of Gaza who so desperately need it. It is imperative that
an international inquiry is immediately set up to establish the facts of
this attack.”

JOINT STATEMENT BY GREENS/EFA GROUP IN THE EUROPEAN PARLIAMENT AND THE EUROPEAN GREEN PARTY IN SUPPORT OF GREEN PARTY’S CANDIDATE ANTANAS MOCKUS IN COLOMBIA’S PRESIDENTIAL ELECTION


The European Green Party, representing 36 member parties in 32 countries, and the Greens/EFA Group in the European Parliament, enthusiastically support the campaign of the Colombian Green Party’s candidate, Antanas Mockus, to become President of Colombia. The European Greens, like Greens all over the world, call on Colombian voters to grasp the unique opportunity for change offered by the first round of the presidential election on Sunday 30th May.

The spectacular increase in support throughout Colombia for Antanas Mockus since he started his campaign is evidence of the widespread desire for real change in Colombia after eight years of the government led by President Uribe. The electoral programme of the Green Party focuses on the priorities of the vast majority of Colombia’s citizens, namely the need to tackle corruption and what is known in Colombia as “parapolitics”, poverty and the country’s many serious social problems as well as policies to protect the environment. The election of Antanas Mockus as President would mean an end to the Uribe era which has been marked by a blatant lack of respect for the constitution and the rule of law, an excessively militaristic approach to resolving conflicts, the needless intensification of regional tensions and a complete lack of the political will to really fight both corruption and the enduring poverty suffered by millions of Colombians. The Colombian Green Party's policies would bring real improvements to the lives of Colombians in terms of increased investment in education and opportunities for young people, job creation, unconditional respect for the law, constitution and human rights and an end to impunity for those involved in corruption or illegality as well as measures to increase citizens’ participation in the democratic process.

The European Greens and the Green parliamentary group in the EP call on the EU and its member states to do everything in their power to closely monitor the Colombian elections to ensure that the elections are held in a completely fair and democratic manner and that no parties are allowed to manipulate the electoral process, intimidate voters or deprive them of their right to freely vote for the candidate of their choosing. These elections can and should be a model of democracy and the EU and the international community in general must be proactive in ensuring that this opportunity is not wasted.

We would like to reiterate our hope that the people of Colombia will vote for Antanas Mockus and the Colombian Greens so that their country can look forward to a better future for all its citizens.
